Initial situation / challenge

Refugee women face particular challenges when it comes to integrating into society and the labor market. After arriving in Germany, family matters such as B. the task of childcare in the foreground. Your own wishes, such as learning the German language or starting a job, are usually subordinate to this. On the basis of § 10 SGB II, customers with children up to three years of age do not have to be formally available for job placement in the job centers. As a consequence, this often leads to the fact that female refugees only make use of the standard offers in SGB II very late. In order to reach and support this target group at an early stage, it makes sense to offer low-threshold information on education and gainful employment and to combine this with childcare.

Implementation of the event format

Those responsible for the sub-project “Vocational Orientation Counseling for Fled Women” in the IQ Network Schleswig-Holstein developed together with the representative for equal opportunities (BCA) of the job center in the Stormarn district relevant topics for labor market integration for refugee women with children under three years of age. Initially, the IQ sub-project organized the group counseling directly on site in communal accommodation and reception facilities. In order to also reach refugee women who are housed decentrally, the group counseling has been taking place since autumn 2017 at the invitation of job centers in job centers and employment agencies as well as in regional women's groups, women's language courses or daycare centers.

The group counseling on the subject of women and gainful employment is carried out with the support of language mediators mainly in workshops and consists of up to six different modules. The titles of the topics are “The role of women and gainful employment”, “Education and training”, “Pathways to training and gainful employment”, “Competencies” and “The importance of work”. The sixth module “Rights and Discrimination in the Working World” is advice on anti-discrimination and empowerment for refugee women, which is carried out by the Schleswig-Holstein IQ sub-projects “Right against Discrimination” and “Fair Integration Schleswig-Holstein”.

Conclusion

The cooperation and dovetailing with the representative for equal opportunities of the job centers turned out to be the key for an optimized accessibility of the women and the implementation of the group counseling, four other job centers have already expressed great interest in the event format. The success of the group counseling is also due to the standardized childcare and the support provided by the language mediators. Women who have the same mother tongue are invited to the group discussions, as translations into only one language per workshop have proven to be effective.

The event format offers refugee women with children up to three years of age low-threshold professional orientation in group counseling. In addition, workshops are held with and in job centers and employment agencies as well as regional women's groups, women's language courses or day-care centers.
